{"id":2241,"date":"2024-07-20T16:33:26","date_gmt":"2024-07-20T09:33:26","guid":{"rendered":"https:\/\/vncarbonmarket.com\/?p=2241"},"modified":"2024-08-01T11:46:48","modified_gmt":"2024-08-01T04:46:48","slug":"how-germany-aims-to-get-to-net-zero-without-breaking-the-bank","status":"publish","type":"post","link":"https:\/\/vncarbonmarket.com\/en\/how-germany-aims-to-get-to-net-zero-without-breaking-the-bank\/","title":{"rendered":"How Germany aims to get to net zero without breaking the bank"},"content":{"rendered":"<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-0\">Germany faces a tough time finding ways to pay for its efforts to become climate-neutral by 2045 given the country&#8217;s current tight budget constraints.<\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-1\">The German cabinet passed its 2025\u00a0budget\u00a0on Wednesday after months of wrangling, but this left a 17 billion euro ($18.58 billion) gap between projected spending and revenue still to be covered.<\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-2\">Such funding shortfalls will make the costly task of shifting industries and agriculture to low or zero emissions more difficult and could undermine some of the coalition government&#8217;s energy projects.<\/div>\n<div data-testid=\"paragraph-2\">\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-3\">The costs of the energy transition, including electrification, carbon sequestration and renewable hydrogen, are difficult to calculate but will run into the low trillions of euros.<\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-4\">The Berlin government has to be able to demonstrate how the cost can be shared fairly between the public at large and energy customers, while also seeking to attract private investment.<\/div>\n<div style=\"text-align: justify;\" data-testid=\"paragraph-4\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-5\">Here is an overview of government instruments so far:<\/div>\n<div data-testid=\"paragraph-5\">\n<h2 class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_6__1qUJ5 heading__base__2T28j heading__heading_6__RtD9P article-body__heading__33EIm\" style=\"text-align: justify;\" data-testid=\"Heading\">CO2 pricing and ETS<\/h2>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-6\">Carbon dioxide emissions pricing and mandatory trading in CO2 pollution permits, introduced in the European Union in 2005, has worked and is still considered one of the most effective mechanisms to encourage reductions in emissions.<\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-7\">It spans power plants, industries and airline operators. Participants are allocated, or must buy, certificates which they can sell if they have surplus carbon permits.<\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-8\">EU states receive money from the sale of the permits. Germany received around 18 billion euros in 2023 for its Climate and Transformation Fund, which is designed to fund other decarbonisation measures.<\/div>\n<div data-testid=\"paragraph-8\">\n<h2 class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_6__1qUJ5 heading__base__2T28j heading__heading_6__RtD9P article-body__heading__33EIm\" style=\"text-align: justify;\" data-testid=\"Heading\">Fuel tax<\/h2>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-9\">This national tax in Germany has been levied on heat and transport since 2021 on fuels like heating oil and diesel to cover sectors not subject to the carbon permit scheme. It is designed to encourage switching to electric cars or heat pumps.<\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-10\">The original plan was to pay people a climate rebate to soften the impact of the tax on low-income households or people who rent and have no influence over the energy efficiency of their buildings. But this has not happened due to budget constraints.<\/div>\n<div data-testid=\"paragraph-10\">\n<h2 class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_6__1qUJ5 heading__base__2T28j heading__heading_6__RtD9P article-body__heading__33EIm\" style=\"text-align: justify;\" data-testid=\"Heading\">Renewable energy law<\/h2>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-11\">A renewable energy surcharge, introduced in 2000 to promote green power through feed-in tariffs paid to solar and wind generation plant operators, has been instrumental in the provision of enough capacity for Germany to derive over 50% of power production from zero-carbon production facilities.<\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-12\">Consumers had to pay towards the surcharge in their bills. But because of its high cost, it was waived in the second half of 2022 and fully abolished as of 2023. Currently the country&#8217;s general budget bears the cost.<\/div>\n<div data-testid=\"paragraph-12\">\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-13\">This means that in 2024, for example, more than 20 billion euros flows to power transport grid operators so that they can pay green power producers fixed prices when the grids receive their output which gets priority on the grid.<\/div>\n<h2 class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_6__1qUJ5 heading__base__2T28j heading__heading_6__RtD9P article-body__heading__33EIm\" style=\"text-align: justify;\" data-testid=\"Heading\">Electricity price levies<\/h2>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-14\">Germany also has imposed additional levies on the power price to help pay for renewable energy. These includes offshore wind connection fees, network usage fees, and relief for big customers from pro rata fees spread among the rest. The government is also considering a new levy to help with the\u00a0<a class=\"text__text__1FZLe text__inherit-color__3208F text__inherit-font__1Y8w3 text__inherit-size__1DZJi link__link__3Ji6W link__underline_default__2prE_\" href=\"https:\/\/www.reuters.com\/business\/energy\/germany-seek-bids-125-gw-h2-ready-power-plants-2024-07-05\/\" data-testid=\"Link\">construction of new<\/a>\u00a0gas-fired, but hydrogen-ready, power plants.<\/div>\n<h2 class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_6__1qUJ5 heading__base__2T28j heading__heading_6__RtD9P article-body__heading__33EIm\" style=\"text-align: justify;\" data-testid=\"Heading\">Grid fees<\/h2>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" style=\"text-align: justify;\" data-testid=\"paragraph-15\">Fees for using the electricity network make up around 20% of people&#8217;s bills in Germany and these will increase to reflect the cost of improvements to the grid needed to transport big volumes of renewables.
