1

Dang Hong Hanh

Hanh has been working in the field of climate change since 1995 with working experience in Viet Nam, Cambodia, Lao PDR, and Germany. She was a research fellow at the International Climate Change Research Group at the Hamburg Institute of Economics from 2002-2006. Hanh has been the co-founder of Energy and Environment Consultancy JSC in Vietnam (VNEEC) since 2006. VNEEC is the leading company in the carbon market in Vietnam. The company has been developing, and registering CDM, VCS, and GS projects with more than 175 projects in the pipeline, and more than 12,4 million credits have been issued. She has proven ability to lead and coordinate multi-stakeholders in international/national projects since 2004. She has demonstrated long working relations with the Ministry of Industry and Trade (MOIT), Ministry of Natural Resources and Environment (MONRE), and other ministries and local authorities of Viet Nam and has successfully led and coordinated the local team in many studies to promote market-based mechanisms for emission reduction, renewable energy, energy efficiency, green growth, and sustainable development in Viet Nam.

As a team leader and climate change policy expert of the project, Hanh will provide lessons on the preparation for piloting the carbon trade exchange by 2025 and officially operating the national carbon market by 2028 as well as lessons on the MRV requirements for ETS

Josh Margolis

 

Josh Margolis is the CarbonSim administrator and a long-time environmental markets practitioner. He has provided environmental market simulation, brokerage, advisory, and capacity-building services to stakeholders involved in voluntary and compliance-focused emissions and environmental trading systems in China, Korea, Japan, Thailand, Viet Nam, Laos, Malaysia, Myanmar, Australia, Mexico, Chile, Brazil, Lithuania, Latvia, Spain, the UK, Kazakhstan, Canada, and the US. He has delivered carbon market simulations at more than a dozen universities in the US, Colombia, Mexico, Australia, and the Netherlands and co-authored a World Bank Technical Note on carbon market simulations.

In this project, Josh serves as a carbon simulation expert who will administer CarbonSim and facilitate the participation of stakeholders in the simulation for understanding and capacity building of the ETS and carbon market. Besides, he will also provide substantial input for recommendations on ETS design and operation to the Government of Vietnam in technical report.

Michael Mehling

Michael Mehling holds a law degree from the University of Constance, as well as a postgraduate LL.M. degree in international law and a Ph.D. in environmental law from the University of Helsinki. Michael is Deputy Director of the Center for Energy and Environmental Policy Research (CEEPR) at the Massachusetts Institute of Technology (MIT) and a Professor at the University of Strathclyde Law School. His work focuses on instruments of energy and environmental policy. In recent years, his research interests have included carbon pricing, international climate negotiations, comparative energy and climate policy, and the drivers and conditions of energy transitions.

In this project, Michael serves as a capacity training expert who will bring over his experience of over two decades working on energy and environmental policy with government agencies, private companies, and civil society organizations in North America, Europe, and the developing world to stakeholders in Vietnam regarding the establishment and operation of the ETS.

Roxanne Tan

Roxanne is a consultant specialising in climate policy, carbon markets, and climate finance strategies. She helps public and private sector clients navigate and adapt to the evolving policy and market environments through designing, assessing, and implementing solutions and strategies in support of national climate goals and corporate net-zero targets, and furthering the sustainability agenda to create a more ecologically sustainable and equitable future for all. Her experience covers public environmental and climate policy, where she developed and implemented the measurement, reporting, and verification (MRV) framework for the Singapore carbon tax mechanism prior to joining the South Pole.

In this project, Roxanne serves as a GHG inventory/mitigation expert who will bring her experience in international climate policy, MRV requirements, and other preparations for corporations to participate in the carbon market.

5Karolien Casaer-Diez

Karolien is South Pole’s Regional Director for Climate Policy, Finance, and Carbon Markets in Asia. She oversees South Pole’s advisory work for public and private sector clients relating to carbon policy, climate finance, Article 6 and quickly evolving compliance carbon markets in the region. She has 18 years of experience in climate and development finance, including with the Belgian Foreign Ministry, the United Nations, and the Global Green Growth Institute. Karolien has lived and worked across Africa and Asia advising governments on policy and investment opportunities relating to clean energy, waste, transport, sustainable supply chains, NDCs, and more. She graduated Summa Cum Laude from the University of Leuven with a master’s in philosophy and holds a master’s in international relations from Sciences Po Paris.

In this project, Karolien, as an expert in capacity training, will share her extensive experience with stakeholders in Vietnam on carbon policy, climate finance, Article 6, and compliance in the carbon market.

Victor Escalona

Victor Escalona, currently is the Associate Director of Climate Policy, Finance, and Markets of South Pole in Mexico City, has extensive experience in supporting clients from the public sector. With a wealth of knowledge, he excels in the effective design of climate policies and provides valuable advice to corporations striving to attain their climate mitigation objectives. Victor’s expertise extends to collaborating with governments, where he actively engages in the identification of stringent, transparent, and impactful policies aimed at addressing climate change. His proficiency also encompasses working with carbon markets, enabling corporations to discover the most cost-effective solutions for reducing emissions. Victor Escalona stands as a seasoned professional dedicated to advancing sustainable practices and environmental responsibility.

In this project, Victor serves as a carbon pricing expert who will provide expertise related to designing policies and mechanisms for carbon pricing tailored to Vietnam.
